Prepare a questionaire and send it to the candidates HR Manager, Reporting Head. This is one way.
U can talk to them directly, however most of them dont entertain.
Generally the candidate will give their direct reporting bosses mobile number, beware make sure u take thier board line number or direct line number.
Outsourcing your reference check is also a good option too.
Hope this brief explaination helps

Arun,
Yes you can do reference check before the offer but definitely not as a HR Of the company.
You can get the company's landline and reach accounts dept to find out his exact salary saying you are from X bank and X has applied for a loan, and also you may talk to the HR about his date of joining, etc, infact at times you can probe more from the front office executive/tel operator/receptionist more about the X about discipline and stuff.......
this is only to sageguard the candidate, as he would be in soup if we donot hire him :)
it works ! try out :)

but for the direct reference you may take landline and his reporting authority's extension than mobile number, and prepare a format before hand , generally they would not entertain it, be precise...
if you need any format i shall forward you one :)
